Dear Colleagues and Global Practitioners,

We are pleased to invite you to the launch of the 2025 Sexual Exploitation and Abuse Risk Overview (SEARO) Global Index. This tool has been developed by UNICEF in collaboration with OCHA, with the support of the Inter-Agency Standing Committee (IASC) Secretariat and generous contributions from USAID's Bureau for Humanitarian Assistance (BHA), the Foreign, Commonwealth & Development Office (FCDO) and the PSEACap donors.

The SEARO provides a comprehensive analysis of SEA risk factors, categorizing and ranking countries with active humanitarian response operations based on robust data analysis. This critical tool supports informed decision-making and the prioritization of resources in humanitarian response settings.

The one-hour webinar, scheduled for 20 November at 8 am (EST), will offer an update on enhancements made to the SEARO Composite Index. Since its initial beta release, SEARO has been refined based on extensive consultations, incorporating improvements to both the tool itself and its indicators. We will also examine the latest findings from the SEARO and discuss how its risk assessments can support effective mitigation efforts.

Please find the registration link here. We look forward to your participation.

For more information about SEARO please see here.

Best regards,

UNICEF, OCHA, and the IASC Secretariat

Sexual exploitation and abuse represents a catastrophic failure of protection. It brings harm to those whom we are mandated to protect.

The Inter-Agency Standing Committee is working to scale up protection from sexual exploitation and abuse across humanitarian response efforts. This website and global dashboard has been developed and managed through the support of UNICEF. It is dedicated to providing technical support and resources to practitioners, and to tracking inter-agency, collective progress across countries with a humanitarian response.
